The Reading & Northern is prepared to deal with all real estate issues in a timely and reasonable manner IF approached directly by the party with an interest and IF that party follows the procedures outlined on this website. However, if interested persons insist in bringing attorneys into the mix they will leave us no choice but to also hire counsel and the result will be delay and extra expense.

We believe there is nothing two reasonable people can’t solve if they talk to each other. Lawyers seldom solve issues, they just complicate things while running up fees.

PROJECT REQUEST FORM

In order for your project to be considered, the Project Request Form must be completely filled out and submitted. The Railroad reserves the right to reject any request for lack of detailed explanation.

ENTRY REQUIREMENTS
FOR ENTRY ONTO RAILROAD PROPERTY FOR ANY REASON

Important Notice to all persons who desire access to Railroad property.
Please read the Important Notice Regarding Temporary Entry.

A Cash Deposit will be required from all contractors PRIOR to entering Railroad property.

THREE complete copies of construction plans accompanied with payment of $1,600.00 for engineering review and a fully completed Projected Scope Of Work form must be submitted for each project. Failure to include this form will automatically result in rejection of the request. Plans submitted without payment will not be reviewed.


CONSTRUCTION PROJECT CHECKLIST

This is a summary of how each construction project will be handled. Failure to follow procedure will result in delay or possible rejection of the project.

It is essential that ALL contractors and sub-contractors are aware of and are given copies of our requirements as stated in the RB6 (General Requirements for working on Railroad Property), and as applicable, RB4(Wire Installations) and/or RB8 (Pipe and Conduit Installations) in the bid package for any project. These specifications can be downloaded from our website. Attached plates do not appear on the website but are available upon written request.

  1. Requesting Party (Municipality, Engineering Firm, etc.) submits the following at the same time to initiate the project. Forms can be downloaded from our website.
     
    • Submit a detailed letter of request to the Real Estate Department, including the name and address of the financially responsible party for payment of the inspector fee and annual agreement fee, should the project be approved.
    • Submit a completed Projected Scope Of Work form.
    • Submit an Application for Temporary Entry along with the Application Fee.
    • Submit THREE copies of the Engineering plans along with the Engineer Review Fee.
       
  2. Railroad submits plans to Engineer for approval. Review is faxed to the requestor. If corrections must be made, re-submit the corrected plans as per the Engineer’s request.
     
  3. NO CONSTRUCTION CAN BEGIN UNTIL THE FOLLOWING ITEMS ARE ADDRESSED.
     
  4. Railroad prepares a lease agreement (if applicable) and sends to the municipality/authority for signature and payment.
     
  5. Upon receipt of signed agreement and payment, railroad contacts requestor to proceed with the process accordingly.
     
  6. Contractor submits $10,000.00 Cash Deposit.
     
  7. Contractor submits request for inspector a minimum of 14 days prior to expected construction start date.
     
  8. Railroad prepares an invoice for inspector fees and sends to financially responsible party as indicated in original letter of request.
     
  9. Upon receipt of payment, the Railroad will schedule an inspector and send a completed Confirmation of Inspector Form to the Contractor.
     
  10. Construction can now begin within the requirements of the Railroad and only with the presence of a Railroad Inspector.
     
  11. ANYTIME AN UNUSUAL OCCURRENCE OR SAFETY RISK OCCURS ON A PROJECT, ALL WORK STOPS IMMEDIATELY UNTIL A REPORT AND INVESTIGATION IS COMPLETED. RAILROAD MANAGEMENT WILL ADVISE IF AND WHEN WORK CAN RESUME.
     
  12. When the project has been completed, Railroad personnel will inspect the site, determine if any damage has been done to the integrity of the rail-bed, and if no damage has been detected, the process for the return of the Cash Deposit is begun.


UTILITY LINE REQUIREMENTS

VALUATION MAP REQUESTS

All requests for valuation maps must be submitted in writing.

Maps will be copied and supplied to requestor within two weeks from receipt of form and payment. In the event the map sheet requested is not available, payment check will be returned.

Actual agreements are prepared by our Lease Preparation Department.

INDUSTRY SIDETRACK SPECIFICATIONS

Information contained in these specifications applies to privately owned industry tracks only.

The intent of these specifications is to provide industries desiring rail service from the Reading Blue Mountain & Northern Railroad with information to aid in the design, construction, and/or rehabilitation of the proposed railroad tracks. It is our expressed hope that these specifications can be of benefit in the development or expansion of your rail served facilities.
